Fraser graduated form the University of Dundee in 2004, completing his Part III professional qualification in 2006.

Fraser joined W9 as a consultant having spent 5 years working as technical advisor for the Scottish Government, during this time he was responsible for the drafting and development of legislation and supporting guidance to deliver Government Policy relating to Building Regulations and Climate Change policy. Key roles included  acting as lead contact and Technical Author for Energy, Safety and Sustainability  aspects of Building Regulations, and providing support of wider SG Climate Change policy relating to the built environment.

Prior to this he worked as a Senior Architect for Watson Burnett Architects contracted to rationalise the Ministry of Defence RAF, Army and Navy building stock across Scotland. As the primary point of contact he was responsible for the design coordination and project management of a variety of a MoD facilities including a BREEAM rated 'Excellent' Physical and Training Facility (£4.8M), Single Living Accommodation (£3.2M), Medical Centre (£1.2M), and a Transport Storage and Repair operations workshop (Undisclosed). 

Fraser specialises in developing low energy sustainable solutions for a variety of construction projects, and can provide comprehensive advise on building regulations compliance, energy assessments and low carbon solutions for new and existing buildings.
